STAR Registration Policy
Welcome to the Operational Services Division’s STAR Registration Website.
STAR Registration Policy: In order to register for STAR, which is administered by the Commonwealth of Massachusetts' Operational Services Division (OSD), you must first read this STAR Registration Policy and click "I Agree" at the end of this page. Only vendors on a Statewide Contract or Multi-Department contract as of March 30th may exhibit at STAR. STAR promotional marketing data is based upon prior STAR events and is no indication of future event information.
STAR Payment Transaction: Costs for participating in the annual STAR (Statewide Training And Resources) event are outlined on the STAR Homepage. Payment for booth fees and/or additional options as selected for the event must be made via credit card on the STAR Registration page. Each booth receives two (2) Name Badges covered by the Booth Registration Fee. Additional Name Badges may be purchased for a fee of $25.00 per Name Badge.
Confirmation of Completed Transactions: Upon approval of your credit card, you will receive a digital receipt as confirmation of your registration.
STAR Refund & Payment Policy: Most payments are nonrefundable and must be paid by March 1st. Exhibiting at STAR is limited to those vendors on a Statewide Contract or Multi-Department Contract by March 30th. Vendors on a Multi-Department Contract cannot be in conflict with any exhibitor listed on a Statewide Contract as determined by OSD. Those contractors involved with the determination of their contract status before March 30th and not having an award or contract renewal in place by the start of the event may request a 100% refund of their booth rental expense payment. All refund requests must be submitted in writing either electronically to STARadmin@state.ma.us or via US Mail addressed to STAR Administrator; Operational Services Division; One Ashburton Place Room 1017; Boston, MA 02108-1552 and are subject to a minimum 25% fee based on booth fees in effect at the time of cancellation. Registrations cancelled after the Program Book is finalized will be charged $325.00 as a cancellation fee.
Use of a Secure Browser: In order to register for STAR you will be utilizing a secure browser that involves sending certain personal or private information, such as your nine-digit taxpayer ID, over the Internet, which is a public communication network. To ensure a reasonable degree of security for your request to the Operational Services Division, you must use a web browser with Secure Socket Layer (SSL) capability. If you do not use an SSL compatible browser, we will not be able to accept your request. Netscape browser version 4.05 or earlier were shipped with a secure message component that has expired. We encourage all users of this browser to upgrade as soon as possible. Microsoft Explorer 3.0 and later are not affected by this problem. Acceptable browsers can be downloaded directly from Microsoft or Netscape/Mozilla.

Ownership of Trademarks and Trade Dress: Use of the Commonwealth’s trademarks and trade dress may be prohibited without the prior approval of the Commonwealth. In no case shall such trademarks and trade dress be used in any manner that is likely to cause confusion, in any manner that disparages or discredits the Commonwealth and in connection with any service or product that is not sponsored, endorsed or produced by the Commonwealth. Trademarks not owned by the Commonwealth that appear on this site are the property of their respective owners.
Restriction on the Use of the Commonwealth Seal: Exhibitors are not allowed to display the Commonwealth of Massachusetts Seal in their marketing materials because use of the coat of arms and the Great Seal of the Commonwealth for advertising or commercial purposes is prohibited by law.
