Under the leadership of Chief Human Resources Officer, the Human Resources Division (HRD) provides human resource leadership, guidance, management and customer-focused HR solutions for state agencies, 44,000 Executive branch employees and the municipal subdivisions. HRD's historical challenges and opportunities have been diverse and compelling. Its predecessor, the Department of Personnel Administration (DPA), was reorganized in 1997 to incorporate the State Office of Affirmative Action, the Office of Employee Relations, Workers' Compensation and Workers' Compensation Litigation in addition to its role in training, civil service and compensation/classification.
Today, HRD's services include diversity and equal opportunity; classification, compensation and salary administration; workforce planning, recruitment and hiring; performance evaluation; employee relations; collective bargaining, civil service and workers' compensation. In addition, HRD's employee services include web-based communication of employment opportunities; a comprehensive training and professional development curriculum; leave benefits; youth mentoring; charitable giving through payroll deduction and online credit card donation; and a broad range of alternative work options.
