Christopher Bowman, Chairman

Christopher Bowman was designated by Governor Patrick to serve as Chairman of the Civil Service Commission in 2007.
Bowman began his career in state government working for the Department of Revenue's Child Support Enforcement Division. He then worked for the Division of Employment of Training where he eventually served as Chief of Staff. Most recently, Bowman served as the Chief of Staff for the Executive Office of Economic Development until he was appointed to the Commission. He has served as a member of the state's Economic Assistance Coordinating Council; the Emerging Technology Fund; and the Massachusetts Educational Financing Authority (MEFA).
Bowman was a member of the Town of Yarmouth's Board of Selectmen and served as the Board's Chairman for two years. He also chaired the town's scholarship fund for several years. He received a Bachelors in Business Administration from the University of Massachusetts at Amherst and a Masters in Public Administration from Suffolk University. He is currently a resident of Dorchester.

Commissioner Marquis was reappointed to a five-year term on the Commission by Governor Patrick in 2009. Prior to his appointment, Commissioner Marquis was:

Paul M. Stein, Commissioner

Paul M. Stein was appointed to a five-year term on the Civil Service Commission in April 2008. He is currently a resident of Westport.
Commissioner Stein is a graduate of Trinity College (Conn.) and Vanderbilt Law School. His prior public service includes active duty as a commissioned officer with the United States Air Force, Senior Counsel of the State Rating Bureau in the Massachusetts Division of Insurance and Deputy Chief of the Insurance Division in the Office of Attorney General James M. Shannon.
He has practiced law with firms in New York, Boston and Framingham, where he concentrated in labor and employment, employee benefits, insurance, health care and consumer law. He is a member of the Massachusetts and New York State Bars.

John E. Taylor was appointed a Commissioner of the Civil Service Commission in July of 2003. He was re-appointed in March of 2005 to a five-year term.
Mr. Taylor is a 45-year member of Local 103 I.B.E.W. Prior to his appointment, Commissioner Taylor worked as:

Angela C. McConney, General Counsel

Angela C. McConney serves as General Counsel for the Civil Service Commission. She is a former Suffolk County Assistant District Attorney and former Chief Legal Counsel to the Massachusetts House of Representatives Joint Committee on Criminal Justice.
McConney serves on the Massachusetts Bar Association's (MBA) Executive Management Board, Budget and Finance Committee, represents Suffolk County as a Delegate in the MBA House of Delegates, and is a fellow of the MBA Foundation. She is the Treasurer of the Massachusetts Black Lawyers Association and was the president of that organization from 2006-2007. McConney is also a member of the Suffolk University Litigation American Inn of Court.
McConney is a graduate of Dartmouth College and the University of Iowa College of Law.
