The Division of Capital Asset Management (DCAM), Office of Planning, Design and Construction (OPDC) is responsible for all phases of state building project management from project initiation and development to final design and construction. The Office's project managers and engineers work closely with client agencies throughout the planning, design, and construction process.

Contractors wishing to submit prime bids on public building projects estimated to cost more than one hundred thousand dollars ($100,000) for the construction, reconstruction, installation, demolition, maintenance, or repair of any publicly owned building must first be certified by the Division of Capital Asset Management (DCAM). Certification is also required for filed sub-bids. The certification process is conducted by DCAM Contractor Certification Office.

Only evaluations provided by DCAM must be relied upon as official.

The Division of Capital Asset Management manages a wide variety of new construction, renovation and repair projects, ranging from academic buildings for state and community colleges to courthouses, from correctional facilities to office buildings, from parks and bath houses at area beaches to skating rinks and recreational facilities.
