The Commonwealth Procurement Access and Solicitation Site (Comm-PASS) provides free, around-the-clock access to all bid documents valued over $50,000 issued by executive departments and the subsequent contract records, if any. The system provides powerful database management tools, online transaction capabilities, and opens access to create further efficiencies for both bidders and the expanding Comm-PASS purchasing community. Comm-PASS promotes open, fair and competitive public procurements.

Free access for Massachusetts eligible purchasers has provided cities and towns, public school systems including charter schools, public institutions of higher education, public and quasi-public authorities, and qualified non-profit providers with the benefits and efficiencies enjoyed by the state.
