 Welcome to the Operational Services Website. The Operational Services Division oversees the purchase of commodities and services for the Commonwealth. Part of our mission is to establish statewide contracts for commodities and services through a fair, open and competitive procurement process. Our goal is to provide the public purchasing community with contracts that represent best value in terms of price, quality and service.

OSD does more than establish statewide contracts and oversee the public procurement activities of Executive Departments.   We encourage you to learn more about our services and programs.  Please be sure to read about the Commonwealth’s Affirmative Market Program for minority and women owned businesses and about the Environmentally Preferable Products Program that can help your organization save on products and services that are good for the environment.   Taking advantage of items available through our Federal and State Surplus Property program may also provide new opportunities to save money and, as a public purchaser, consider using the Commonwealth Print Services for your printing needs. The Office of Vehicle Management is available to assist state employees with new vehicle purchases via the 5 year lease program and offers short term vehicle rentals through the Enterprise Rent-a-Car Program.
