Affirmative Market Program Participants

The AMP Business Advisory Board - composed of community leaders representing the private sector, community-based organizations, and certified M/WBEs and M/WNPOs, AMP Business Advisory Board members are appointed by the Secretary for Administration and Finance to assist in the implementation of Executive Order 390.
Advisory Board Mentoring Program - the AMP Business Advisory Board is responsible for creating and supporting initiatives that represent the interests of the SOMWBA certified vendor community.
Affirmative Market Program Coordinators are required to:
- Develop and coordinate the department’s Affirmative Market Program (AMP) objectives pertaining to expenditures with Minority and Women Business Enterprises (M/WBE) in the areas of goods, services, construction and design; and monitor contract and procurement language in order to ensure effective operation and compliance with Executive Order 390.
- Initiate and follow through on any necessary remedial actions for compliance.
- Establish benchmark objectives for the department based on the average of the previous two years of M/WBE expenditures added to the projected annual increase.
- Secure approval of fiscal benchmark objectives (targets) from the agency head, and coordinate with the chief financial officer on the distribution of the goals to the appropriate managers and staff.
- Maintain a current list of ready and willing SOMWBA certified vendors available to contract with state entities.
- Distribute the list and immediately notify appropriate managers and staff of any changes.
- Regularly monitor the Operational Services Division (OSD) and SOMWBA web pages for updates, and instruct appropriate managers and staff on how to use these resources.
- Provide resources, information and guidance to appropriate managers and staff regarding AMP mandates.
- Maintain knowledge of current procurement language, regulations and procedures, including those issued by the OSD relating to the Request for Response (RFR) process.
- Provide regular written reports to senior management on AMP activity, highlighting year-to-date progress toward meeting or exceeding benchmark objectives.
- Develop, oversee, and coordinate the data-gathering and data-analysis systems necessary to produce reports required by Executive Order 390.
- Develop a department narrative for the AMP Secretariat Coordinator to be incorporated as part of the secretariat narrative and included in the AMP’s annual report, together with data that measures performance against stated goals and objectives.
- Actively participate in all AMP related activities throughout the fiscal year, including, but not limited to, monthly Coordinators’ meetings.
The AMP Business Advisory Board's mission is to assist the Commonweath and it’s AMP participating entities in maintaining the objectives of Executive Order 390 by advising, informing and cultivating a partnership to maximize participation of minority- and women-owned businesses in the state contracting system.
The Secretary for Administration and Finance, the State Procurement Agent and the Affirmative Market Program directors nominate potential members of the Board. Business Advisory Board members are those minority- and women-owned, state-certified businesses participating in the Affirmative Market Program, community based programs whose mission includes the concerns of minority- and women-own businesses, or other entities that represent the interests of minority- and women-owned businesses. Members must commit to the following for a minimum of one year:
- Attend quarterly meetings and any other meetings set by the program director.
- Perform in the best interest of the AMP.
- Use discretion on matters discussed at meetings.
- Partner with program directors to assist in AMP agenda and objectives.
- Provide resources, information and advice to AMP directors.
- Maintain knowledge of current procurement regulations and procedures.
- Maintain state certification status, if applicable.
- Perform assigned tasks.
