Submitting Comments: National Grid Rate Changes


Any person interested in commenting on this matter may appear at the public hearings, or file written comments by 5:00 p.m. on Thursday, July 30, 2009.  [Note: This deadline has been extended by DPU.]

Any person interested in participating in the evidentiary phase of this proceeding must file a written petition for leave to intervene or to participate in the proceeding by 5:00 p.m. on Thursday, June 18, 2009.  [A procedural conference will be held at the DPU offices on Monday, June 22, 2009, at 2:00 p.m.] 

A petition to intervene must satisfy the timing and substantive requirements of 220 CMR 1.03Receipt by the DPU, not mailing, constitutes filing and determines whether a petition has been timely filed.  A petition filed late may be disallowed as untimely, unless good cause is shown for a waiver under 220 CMR 1.01(4). To be allowed, a petition under 220 CMR 1.03(1) must satisfy the standing requirements of M.G.L. c. 30A, s. 10.

 

Hard Copy Submissions

For all comments or petitions to intervene or participate in the proceeding, participants must file an original plus eight copies  to:

Electronic Submissions

All documents should also be submitted to the DPU in electronic format using one of the following methods: 

  1. By email attachment to dpu.efiling@state.ma.us and the hearing officer (carol.pieper@state.ma.us); or
  2. On a 3.5" disk or CD. 

The text of the email, disk label, or CD must specify: 

  1. The docket number of the proceeding (D.P.U. 09-39);
  2. The name of the person or company submitting the filing; and
  3. A brief descriptive title of the document. 

The electronic filing should also include the name, title, and telephone number of a person to contact in the event of questions about the filing. 

The DPU strongly encourages filers to avoid submitting scanned files but will accept them for posting when an alternative version does not exist in electronic format.  All documents submitted in electronic format will be posted on the DPU website
