Choose to Refuse is based on the theory of behavioral inoculation, which proposes that an individual will better counter persuasive or threatening arguments if he or she learns the content of the argument and practices resistance strategies beforehand. Parents and children need to be mindful of the laws regarding underage drinking and hosting parties. The law is clear - anyone under the age of 21 may not drink alcohol. Further, an adult may not provide or otherwise furnish alcohol in their home or on premises that they control to anyone under the age of 21 except for their own children or grandchildren. There is no ambiguity here.

Drugs cause tremendous problems for the user, their family and friends and the communities they live and work in. As community members we all have a role to play in addressing the substance abuse problem that confronts us. No community is immune. Police officers can make arrests, prosecutors can argue for tough sentences - but that is only one small portion of what can be done. Parents can talk to their children, starting in elementary school.
