The Department of Business Development (DBD) is one of three undersecretariats under the purview of the Executive Office of Housing and Economic Development. DBD and its agencies are responsible for working with businesses and citizens to strengthen the economy in Massachusetts through job creation.

The Massachusetts Office of Business Development (MOBD) is committed to helping companies create and retain jobs, as well as promote private investment in our state. We facilitate simplified, timely access to a host of governmental and non-governmental resources and incentive programs that will help businesses grow faster and stronger in Massachusetts.

The Massachusetts Office of International Trade & Investment (MOITI) works to expand the Massachusetts economy by marketing the state's business internationally, through focused export promotion, attracting foreign companies to invest in Massachusetts and handling protocol as it relates to trade and investment.

The Massachusetts Office of Travel & Tourism (MOTT) is the state agency dedicated to promoting Massachusetts as a leisure-travel destination in order to stimulate the Massachusetts economy by generating state and local tax revenues, creating jobs, and supporting the growth of travel-related businesses. MOTT serves as a leader in the tourism industry, bringing together the public and private sectors to promote Massachusetts as a leisure-travel destination. Tourism is recognized as the Commonwealth's third largest industry, generating over$13.1 billion in travel-related expenditures and $833.3 million in state and local taxes.

The State Office of Minority and Women Business Assistance (SOMWBA) is an agency within the Massachusetts Department of Business Development (DBD) which promotes the development of certified minority business enterprises (MBE), women owned (WBE) business enterprises, and minority non-profit (M/NPO) and women (W/NPO) non-profit organizations. It does this by facilitating their participation in Massachusetts business and economic development opportunities. Specifically, SOMWBA offers services in certification, enforcement, business assistance and advocacy.
