Join the Massachusetts Department of Housing and Community Development for a Series of Public Outreach Meetings to Discuss Key Massachusetts Housing and Community Development Needs
Every five years, Massachusetts produces a Consolidated Plan for HUD that details the Commonwealth’s needs and priorities, as well as strategies to meet those needs and priorities. Before writing this plan, we want to hear from citizens of Massachusetts. What should our chief priorities for housing and community development be? How are we doing right now in attempting to meet these priorities? What changes need to be made? All are welcome to come share their views at these meetings. All venues are accessible to the disabled.

FY2005 - 2009 Consolidated Plan (includes FY2005 Action Plan)
The Consolidated Plan combines into one document the previously separate planning and application requirements for four federal programs – the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) funding – and the Comprehensive Housing Affordability Strategy (CHAS). A new grant program, the American Dream Downpayment Initiative (ADDI), was added this year as part of the HOME Program. These programs are called formula programs because HUD distributes the funds to each state based on a statutory formula that takes into account population, poverty, incidence of overcrowded housing, and age of housing stock. Consolidated Plans must be submitted every five years; more detailed
action plans are required annually. (due to the large file size, this plan has been broken down into the following sections):

The Massachusetts Department of Housing and Community Development (DHCD) has prepared the FY 2006 Action Plan as required by the US Department of Housing and Urban Development (HUD) of its grantees of Community Development Block Grant (CDBG), the HOME Investment Partnership (HOME), the Emergency Services Grant (ESG), and the Housing Opportunities for persons with AIDS (HOPWA) programs.
