American Recovery and Reinvestment Act (ARRA) resources provided to the Commonwealth will support training and education programs for people across the state. These funds support statewide programming and formula grants to the state's 16 local workforce boards, ensuring that resources reach the whole Commonwealth. Governor Patrick and Labor and Workforce Development Secretary Suzanne M. Bump are committed to using the resources provided by the ARRA to support unprecedented investments in education, training and assistance in job search for workers, unemployed individuals, and young people.

Division of Apprentice Training
The Division of Apprentice Training (DAT) is the agency responsible for promoting, developing and servicing registered apprenticeship programs in the Commonwealth of Massachusetts.

Division of Labor Relations
Welcome to the Division of Labor Relations website. The Division of Labor Relations (DLR) was established in November, 2007 pursuant to St. 2007, c. 145. The legislation formally merged the Labor Relations Commission and the Board of Conciliation and Arbitration. Although organizationally within the DLR, the Joint Labor Management Committee retains its unique structure and mission.
The Division of Labor Relations is focused on leveraging its resources to resolve cases fairly and expeditiously; professionalizing the management and operation of the labor relations agencies while preserving the judicial independence that is essential to success in serving parties with labor disputes.

The mission of the Massachusetts Division of Occupational Safety is to promote and protect workers' safety and health, wages and working conditions. In collaboration with public and private entities, DOS protects workers by means of education and training, workplace safety and health consultation and assessment, occupational injury and illness data collection and analysis, and consistent and responsible administration and enforcement of its statutes and regulations. DOS carries out its objectives in a manner that supports employers and strengthens the Commonwealth's communities and economy.
Division of Unemployment Assistance
The Division of Unemployment Assistance (DUA) administers the Unemployment Insurance program, providing temporary assistance to unemployed Massachusetts workers.
Health Care Services Board
Established pursuant to M.G.L. Ch. 152-13, the Health Care Services Board (HCSB) is a medical advisory body of 14 members specified by statute and appointed by the Commissioner of the Department of Industrial Accidents. The HCSB meets regularly throughout the year to discharge its statutory responsibilities and to assist the Commissioner and the Department with the implementation of multiple medical initiatives stemming from legislative mandates.The Health Care Services Board continually reviews and develops medical treatment guidelines. The Board also receives, reviews and investigates complaints against health care practitioners providing services to injured workers within the scope of M.G.L. Ch. 152. In addition, the HCSB develops criteria (M.G.L. Ch. 152, - 8(4) and -11A) by which qualified health care providers are selected for the Department's impartial physician roster.
Division of Dispute Resolution
The Division of Dispute Resolution, under the supervision of Senior Judge Martine Carroll, provides the adjudicatory forum for contested workers' compensation cases. The Division assists in the voluntary settlement of cases. It also provides a fair and efficient system for the resolution of disputed cases, with the assistance of Conciliators and Administrative Judges. The Division consists of five units: Conciliation, Industrial Accident Board, Reviewing Board, Impartial Medical Unit and Operations.
Board of Review
The Board of Review is an independent quasi-judicial tribunal created by the state legislature under G.L. c. 23N(b) and G.L. c. 151A, sec. 41. We have jurisdiction to hear appeals of unemployment insurance claims and other unemployment matters. We are the last step in the administrative appeals process before a case may be appealed to court.

Workers' Compensation Advisory Council
Welcome to the Massachusetts Workers' Compensation Advisory Council Home Page. The Advisory Council is a labor-management committee appointed by the Governor to monitor, oversee, and make recommendations to improve the workers' compensation system in the Commonwealth (Overview of the Workers' Compensation System). The Council meets once a month to discuss a variety of issues with the ultimate goal of reaching a consensus among the major stakeholders of the workers' compensation system.
