Tim Woolf, Commissioner
Tim Woolf is a Commissioner at the Massachusetts Department of Public Utilities (“MDPU”). Mr. Woolf was appointed a Commissioner by Governor Deval Patrick in April 2007. Prior to joining the Department, Mr. Woolf was the Vice President of Synapse Energy Economics, a research and consulting firm focusing on the electricity industry. Throughout his career, Mr. Woolf has addressed a variety of issues related to electricity industry regulation and restructuring; including technical and economic analyses of electric power systems; energy efficiency program design and policy analysis; renewable resource technologies and policies, integrated resource planning, clean air regulations and policies, and many aspects of consumer and environmental protection.
Mr. Woolf has testified as an expert witness in many state regulatory proceedings and has authored numerous reports on electricity industry regulation and restructuring. He has also represented a variety of clients in relevant working groups, task forces, and settlement negotiations. Mr. Woolf has published articles on electric utility competition and regulation in Energy Policy, Public Utilities Fortnightly, The Electricity Journal, Utilities Policy, Energy and Environment, Local Environment and the Review of European Community and Environmental Law.
Mr. Woolf has also worked as the Manager of the Electricity Program at Tellus Institute; the Research Director for the Association for the Conservation of Energy in London; a Staff Economist for the MDPU; and as a Policy Analyst for the Massachusetts Division of Energy Resources. He began his career working for the Union of Concerned Scientists and the Massachusetts Public Interest Research Group.
Mr. Woolf holds an MBA from Boston University and a Diploma in Economics from the London School of Economics, as well as a BS in Mechanical Engineering and a BA in English from Tufts University.
