The UPK program seeks to improve the quality of and expand access to preschool programs and services to children from the age of 2 years and 9 months until they are kindergarten eligible.

The Head Start program is a nationally funded program that promotes school readiness through quality early educational experiences and services.

A recreational camp for children is a day or residential (overnight) sports, travel or wilderness program that offers recreational activities and instruction to campers. Such camps have five or more children and typically operate anytime between June 1 and September 30 and/or during school vacations.

The Department of Early Education and Care (EEC) offers an array of services and resources for children with disabilities and special needs and their families. In addition, EEC works collaboratively with other state agencies including Department of Public Health and Department of Secondary and Elementary Education. EEC is also responsible for overseeing federal IDEA preschool special education funds and working with public schools regarding special education services for young children ages 3 to 5.

All providers and staff must pass a background records check (BRC) in order to work in an EEC licensed facility.

EEC provides education, training, early literacy and parenting services through two family support programs, the Massachusetts Family Network program and the Parent-Child Home Program. These programs are offered by lead agencies around the state, in collaboration with local parent coalitions.
