HST Office Overview
The Human Service Transportation (HST) office oversees a brokerage system of coordinated transportation services for eligible agency consumers, and was established within the Executive Office of Health and Human Services (EOHHS) in 2001 as a result of a collaborative initiative to coordinate the existing independent transportation procurements for three EOHHS agencies: Department of Developmental Services (DDS), Department of Public Health (DPH) and MassHealth.
Partnering closely with the Executive Office of Transportation and Public Works (EOTPW), as well as Regional Transit Authorities (RTAs), the HST office operates an efficient, effective, high quality brokerage system that spans across the Commonwealth to administer transportation services for all eligible EOHHS consumers.
Additionally, and because the HST office collaborates on transportation coordination between multiple agencies under EOHHS, the office also serves as a resource for transportation-related matters to other agencies under EOHHS who require guidance and/or assistance in establishing effective transportation protocols for its consumers.

- HST operating costs were over $90 million
- More than 4.8 million consumer one-way trips were administered
- More than 30,000 consumers were served
- The HST brokerage system contracted with 333 local transportation providers/subcontractors
