Building Code / BBRS


All construction and renovation of detached one and two family homes are regulated by the Board of Building Regulations and Standards (“BBRS”).  Such work is governed by the Building Code, which is administered by the BBRS.  Prior to performing work on such homes, a contractor must be registered as a Home Improvement Contractor (“HIC”) and/or licensed as a Construction Supervisor (“CSL”) depending upon the type of work that is being done.  Click on the link below for a grid outlining the projects requiring either a HIC or CSL.   Also, please note that the Home Improvement Contractor Registration Program is now part of the Office of Consumer Affairs (OCA).  Visit the OCA website at www.mass.gov/oca for more information about the Home Improvement Contractor Registration Program.

The BBRS is an eleven member board which derives its authority to adopt regulations, administer provisions of the state building code and operate various construction related programs from Massachusetts General Laws chapter 143, sections 93 through 100.  Please review the FAQ (“Frequently Asked Questions”) link below for further information about the varied programs and related complaint procedures.  All applications, inquiries or suggestions may be mailed to:
