State Police Direct Wisconsin Authorities to Massachusetts Most Wanted Sex Offender
LOVELL was taken into custody after the Massachusetts State Police Violent Fugitive Apprehension Section received a tip that he had been seen in a tattoo parlor in Fond du Lac, Wisconsin. State Police contacted Fond du Lac Police and the hunt for LOVELL moved to Wisconsin. At 11 p.m. Saturday, police in Osh Kosh, Wisconsin, who had joined the investigation, located Lovell and took him into custody. Osh Kosh is about 25 miles north of Fond du Lac. LOVELL is being held in the Winnebago County Jail pending arrangement of his rendition to Massachusetts. State Police do not have further details on the arrest at this time.
LOVELL, who had been added to the list of the state’s Most Wanted Sex Offenders last fall, is the fourth member of that list to be captured since Wednesday, when State Police and the Sex Offender Registry Board updated the list with several new names.
WILLIAM VELEZ JR., 27, was captured early Thursday morning after state troopers found him hiding under a bed in a Brighton hotel. VELEZ was wanted by the Waltham Police Department on charges of home invasion, failure to register as a sex offender, and larceny under $250, and by Boston Police for assault and battery with a dangerous weapon. Later on Thursday, state troopers and Everett Police found DONALD TURNER, 41, working at a food distribution center in Everett. TURNER was wanted by Boston Police for failure to register as a sex offender and assault and battery. And last Wednesday, after developing information, troopers directed police in Powder Springs, Georgia, to a home where MARCUS NELSON, 47, was apprehended. NELSON was wanted by Lynn Police for failure to register as a sex offender.
All those on the Most Wanted List are Level 3 sex offenders – those deemed to be at the highest risk of committing another sex crime and a danger to the community. All have failed to register with the board as required by law. Four of the Most Wanted remain at large:
- CARLOS I. BELTRAN, 43, previously convicted of indecent assault and battery and currently wanted by Haverhill Police for indecent assault and battery on a person over 14 and failure to register as a sex offender, and by Newton Police for violation of an abuse prevention order;
- STEVEN M. COOPER, 42, previously convicted of rape and currently wanted by Springfield Police for failure to register as a sex offender and rape;
- JOSE A. DAVILA, 39, previously convicted of rape and abuse of a child and indecent assault and battery on a child and currently wanted by Holyoke Police for failure to register as a sex offender and trespassing; and
- ANGEL MARTINEZ, 42, previously convicted of rape of a child, indecent assault and battery, and posing a child in the nude and currently wanted by Massachusetts State Police and Chelsea Police for failure to register as a sex offender, rape and abuse of a child, and posing a child in the nude.
