Administrative Office of the State Racing Commission
The State Racing Commission's administrative office is the backbone of the agency. The Chairman's responsibilities include supervising the overall management activities of the Racing Commission on a day to day basis. This includes but is not limited to all budget and personnel activities for the agency. The two Associate Commissioners are based in this office, but work a part time schedule by attending all business meetings regarding racing issues, administrative hearings, etc. Together, the three commissioners are responsible for establishing policy for the State Racing Commission.
The Administrative Office consists of six employees, excluding the Chairman, who devote their schedule by administering the racetracks from one central location. The Executive Secretary is responsible for handling all appeals from licensees, including scheduling hearings and meetings as a result of appeals. Also receives track applications, maintains applications, minutes of meetings as well as Keeper of the Records. Our Auditor reconciles all commission revenue on a daily basis, as well as auditing deposits from field inspectors, wire transfers from tracks and revenue reports from field accountants. The Administrative Services Coordinator is our office receptionist, handles the procurements and payments of state vendors for entire Commission as well as maintain payroll for full time employees. The Systems Analyst designs and maintains Commission's web page, maintains Racetrack License System which includes managing database as well as equipment for badging system, manage administrative office local area network, as well as maintain payroll for contractors. Our Chief Financial Officer's primary responsibilities include overseeing the collection of various taxes and fees due from the racetracks, monitoring the financial position of the racetracks, working with Commissioners in evaluating financial data related to the issuance of association licenses, manages 14 trust funds, and oversees the day to day administrative operations of the Commission including cash disbursements, payrolls, budgets, financial reporting and compliance with laws and regulations.
