Control Board Members


A five-member team of high-caliber individuals, who are experts in their respective fields, conducts the official business of the Springfield Finance Control Board (FCB).  This team will work together to effectively implement a sound recovery plan to secure the long-term financial stability of the City of Springfield.

 

Christopher Gabrieli, Chairman of the FCB

 

Following the success of GMIS, the healthcare software company he co-founded, Chris joined Bessemer Venture Partners which has invested over $1 billion in start-up high-tech and biotechnology companies, helping to create more than 100,000 new jobs.

In 2000, Chris co-founded Massachusetts 2020, an educational nonprofit focused on expanding the economic and educational opportunities for children across Massachusetts. He was the founder and Chairman of Boston's After-School for All Partnership, a $25 million collaboration of the City of Boston and twelve foundations, universities and corporations aimed at expanding and improving after-school opportunities for children. Chris also serves as Chairman of Boston After School & Beyond.

In addition, Chris serves on numerous civic and university boards in Massachusetts. In 2002, he won the Democratic primary for Lt. Governor and he came in second in the Democratic primary for Governor of Massachusetts in 2006.

Chris and his wife Hilary live in Boston with their five children.


James O'S Morton 

 

Morton is currently the President and Chief Executive Officer of the YMCA of Greater Springfield, which is one of the largest providers of childcare, before and after school programming, housing, and wellness programs in Western Massachusetts. Previously, Morton served as the Executive Director of the Massachusetts Career Development Institute, Inc. (MCDI), where he restored MCDI’s reputation for quality programming, fiscal discipline, and advocacy for those in need of employment, housing, and literacy services. Prior to MCDI, Morton was a law and history teacher at the High School of Commerce and was a practicing attorney for more than 18 years. Morton is a graduate of the University of Wisconsin and Northeastern University School of Law.


Domenic J. Sarno, Mayor, City of Springfield

Domenic J. Sarno, a former four-term City Councilor who served as City Council President and as a previous member of the Springfield Finance Control Board, was elected Mayor of the City of Springfield on November 6, 2007.

Sarno is a graduate of the High School of Commerce, where he excelled as an athlete and scholar. He attended American International College as a political science major and holds a bachelor’s degree in psychology from Westfield State College.

Previously, Sarno served as a mayoral aide under Mayor Mary Hurley from 1989 to 1991 and worked with District Attorney William Bennett from 1996 to 2002. He served as Executive Director of the South End Community Center from 2002 until his election as Mayor.

The Mayor lives in Springfield with his wife Carla and their two daughters Cassandra and Chiara, both of whom are students in the Springfield Public Schools.



William T. Foley, City Council President
 

Bill Foley is currently in his 28th year of elected public service.  He is serving as president of the Springfield City Council for the fourth time. He has served on numerous boards and commissions at the city and state level.

Bill has an extensive business background working in the computer and office equipment fields for many years. He currently serves as Assistant Regional Manager for the Massachusetts State Lottery in Springfield.

Bill is a graduate of the College of Santa Fe and has a master’s degree from Springfield College. He lives in Springfield with his wife Sheila and son Ryan.


Robert Nunes, Deputy Commissioner & Director of Municipal Affairs

 

Robert G. Nunes serves as Deputy Commissioner of Revenue managing the Division of Local Services within the Department of Revenue.  He is also the Director of Municipal Affairs. In his role as Director, Nunes will focus on strengthening the partnership between state government and local communities.  He chairs the Municipal Affairs Coordinating Cabinet.  The cabinet coordinates activities throughout the executive branch that are designed to enhance the state and local partnership.

Nunes has 25 years of local and state government experience and is the longest-serving mayor in Taunton ’s history.    As Mayor, he managed the city out of fiscal crises in 1992 and 2004 and built four new schools in 10 years without a debt exclusion.

Nunes is a past president of the Massachusetts Mayors’ Association and a former member of the Massachusetts Municipal Association Board of Directors and the Local Government Advisory Commission.

Nunes received the Distinguished Public Service Award from Bridgewater State College in May of 2006 for his extraordinary response to the Whittenton Pond Dam Crisis in the City of Taunton in October of 2005.

Nunes holds a Bachelor of Science Degree in Government from Suffolk University.  He lives in Taunton with his wife Dyann and their daughter Aryanna.
