Recovery Mobilizing Legislation
On July 2, 2009, Governor Patrick signed legislation to help the Commonwealth maximize its eligibility for federal recovery funding. The provisions of the legislation are summarized in this bill summary
- extend unemployment benefits and modify mini-COBRA program election period
- streamline and simplify the designer selection process (contracting with designers for public building construction)
- provide a deeper subsidy for clean water and drinking water programs through the Water Pollution Abatement Trust
- require all ARRA-projects be procured through the state Comm-PASS system
- require 20% apprentice labor on ARRA construction projects
- require all ARRA-funded jobs to be posted on JobQuest
