    <summary type="html">The Boston Police Department and HRD violated G.L. c. 31 when they skipped over and refused to process Appellants names on a certification where both Appellants signed indicating their willingness to be hired off such certification and where neither Appellant had been contacted, processed, removed or bypassed off such certification. Appeals allowed and 310 relief granted ordering the Boston Police Department and HRD to immediately process the Appellants certification for the position of police officer.</summary>
