As of December 1, 2006, all Requests for Quotes or other solicitations issued by Executive Department agencies either under statewide contract ITS23 (and addressed to technical specialists, solution providers and business process reengineering vendors), or under a Request for Responses for information technology solutions for which such agencies have received permission from OSD to post their own RFR, must include specific language that addresses IT accessibility. Voluntary agreement between the Information Technology Division (ITD), the Office on Disability (MOD), and the Executive Office of Health and Human Services (EOHHS) to ensure the goals of: a. Accessibility and usability of technology, regardless of disability; b. Maintenance of said technology; and c. Transitions to new or upgraded computer or telecommunication-based technologies that are as seamless for people with disabilities as they are for people without disabilities.
