Attorney General Martha Coakley's Office Hosts Third 2009 Quarterly Cyber Crime Initiative Training for Law Enforcement from Around the State
"Today's training is designed to familiarize law enforcement with the forensic procedures that are used to process digital evidence after it enters the lab," Attorney General Coakley said. "In the 21 st century, almost every criminal case has a digital component to it. It is vital for law enforcement to receive adequate training in this cutting edge area of law enforcement. The goal of the Cyber Crime Initiative and these trainings is to ensure that law enforcement personnel are educated on the technologies and processes for fighting cyber crime in the Commonwealth."
The training, titled "The Forensics Process for Digital Evidence," was led by Michael Menz, a nationally recognized expert on High Tech Crime Investigation and computer forensics who works with the Sacramento County Sheriff as a Detective in the office's Hi-Tech Crime Division. Prior to joining the Sheriff's Office, Detective Menz worked in the Roseville Police Department's Hi-Tech Crime Division and he has testified numerous times as an expert in both Federal Court and various California State Courts. He holds notable positions in the cyber crime field including Chairman of the Digital Forensic Standards of the American Society for Testing and Materials and has served as the International President of the High Technology Crime Investigation Association (HTCIA).
Since taking office in January 2007, Attorney General Coakley has made prevention and prosecution of cyber crime a priority of her administration. Shortly after taking office, Attorney General Coakley established a dedicated Cyber Crime Division within the office's Criminal Bureau to lead the Attorney General's Cyber Crime Initiative. In late 2007, Attorney General Coakley unveiled "The Massachusetts Strategic Plan for Cyber Crime," designed to help the Commonwealth develop a statewide capacity to prevent, investigate, and prosecute crimes with a cyber component. The plan calls for law enforcement training, enhanced information sharing, the development of common operating procedures and standards, funding for cyber crime programs, and amending current law as it pertains to cyber crime. On September 15, 2009, Attorney General Coakley announced the opening of the new state-of-the-art Computer Forensics Lab in Boston, which is part of the Cyber Crime Initiative and is designed to develop a statewide capacity to deal with cyber crime and more efficiently process digital evidence that is present in virtually every investigation. In the past two and a half years, the Attorney General's Office has provided cyber training for over 7,000 state and local law enforcement personnel from across the Commonwealth. Today's meeting was the third Cyber Crime Initiative Quarterly Meeting for Massachusetts law enforcement in 2009. The first meeting, held in March at Bunker Hill Community College, focused on the seizure of mobile phones in criminal investigations. The second meeting was held at Quinsigamond Community College in May and focused on the gathering of information and evidence from cyber network environments. Law enforcement officers from both the State Police and numerous local police departments, including college and university police departments, attended the training.
