AG Healey Kicks Off 5th Annual National Cyber Crime Conference

More Than 600 Law Enforcement Officers, Prosecutors, and Investigators from Across the Nation Expected to Attend Three-day Event

BOSTON —This morning, Attorney General Maura Healey kicked-off the fifth annual National Cyber Crime Conference, the only multi-day conference of its kind aimed at training law enforcement officials in digital evidence.

More than 600 law enforcement officers, prosecutors and investigators are expected to attend the three-day conference. During her opening remarks, AG Healey stressed the importance of understanding and analyzing digital evidence to help combat cyber crime.

“As law enforcement officials, we are tasked with keeping pace with evolutions in technology that are changing faster than ever,” said AG Healey. “As more criminals take advantage of the digitized world we live in, these trainings are essential to help us adapt to our data-driven society and prevent cyber crime. We would like to express our gratitude to all of the speakers, presenters, partners and sponsors who have come together for this annual, one-of-a-kind conference.”

James Trainor, Assistant Director of the Cyber Division of the FBI, delivered the keynote address. Trainor is responsible for leading the FBI’s efforts to identify, pursue, and defeat cyber adversaries targeting global U.S. interests.

“As cyber crime evolves, the FBI aims to work ever more closely with state and local law enforcement partners,” said Assistant Director Trainor. “Part of this effort includes sharing techniques and their application, as well as our knowledge of adversaries, with state and local partners through our Cyber Investigator Certification Program and a course for Cyber First Responders.”

The conference also features a panel on “Going Dark,” a discussion between Seth Kosto from the U.S. Attorney’s Office for the District of Massachusetts, Matthew Segal at ACLU of Massachusetts, and Jonathan Zittrain, Director of the Berkman Center for Internet & Society about the challenges and concerns regarding the balance of law enforcement access and personal privacy.

Lt. Colonel James J. Emerson, the Chairman of the International Association of Chiefs of Police Computer Crime and Digital Evidence Committee, will provide the welcoming remarks on Tuesday. Emerson is the COO/Managing Director at ICG, Inc, where he provides management of cybercrime investigation and mitigation services for private sector victims in cooperation with public sector agencies. Emerson has presented forensic evidence and expert testimony in numerous federal and state civil and criminal cases over the past 12 years.

Attendees at this week’s conference represent 35 states, Canada, England, and Turks and Caicos Islands. Law enforcement, prosecutors, and investigators will attend from, among many others, the U.S. Attorney’s Office, Federal Bureau of Investigation, U.S. Department of Homeland Security, U.S. Department of Education, U.S. Coast Guard, Massachusetts State Police, Boston Police Department, and district attorney’s offices and police departments across the country.

The conference consists of multiple breakout sessions of labs, lectures, and certification programs in which attendees will be trained on a wide range of topics pertaining to digital forensic analysis, including mobile device forensics, decryption, and the newest analytic software. Attendees will learn how to identify and analyze evidence from basic mobile devices, iPhones and other Apple products, GPS devices, DVRs, gaming consoles and from the “cloud.”

Other seminars will address social networks, gaming, terrorism, child sex trafficking, electronic currency, school threats, and drone forensics. Seminars to improve the prosecution of cyber crimes will also be provided, as well as tracks dedicated specifically to human trafficking and terrorism. More than 80 speakers will conduct 150 sessions on various topics.

The conference is hosted by the AG’s Office in partnership with the Microsoft, the National White Collar Crime Center (NW3C), SEARCH, and the National Attorneys General Training & Research Institute. Exhibitors participating in the conference include AccessData, Berla Corporation, BlueRISC, Inc., Cellebrite, DME Forensics, Drivesaver, Inc., Fernico, Guidance Software, Inc., High Technology Crime Investigation Association (HTCIA), Magnet, Microsoft, MSAB, the National Computer Forensics Institute (NCFI), NW3C, Nuix, Paraben Corporation, Pen-Link, SEARCH, SRT Wireless, Sumuri, LLC, SysTools, TASER, Teel Technologies, Veritone, Vound, LLC, and Voyager Analytics.

The AG’s Office has long made the prevention and prosecution of cyber crime a priority. The Office has a state-of-the-art Digital Evidence Lab in Boston, which has statewide capacity to deal with cyber crime and more efficiently process digital evidence that is present in virtually every investigation. Since 2008, the AG’s Office has provided cyber training for more than 16,000 state and local law enforcement personnel from across the Commonwealth and the nation.
