Pursuant to St. 2008, c. 304 s. 2(c), the Executive Office for Administration and Finance proposes a new regulation, 801 CMR 55, establishing the rules, process and requirements for a grant program enabling cities and towns to apply for additional financial assistance for projects providing for the repair, renovation, or construction of municipal facilities, technology infrastructure, upgrades and purchase of equipment. The above referenced grant program will total no more than $1 million in fiscal year 2015.   

The IT and Facilities Infrastructure Program will enable municipalities to pursue additional funding for certain projects serving to improve the effectiveness and quality of local government services. Upon receiving eligible applications, the Secretary of the Executive Office for Administration and Finance shall select, based on information such as the need and the importance of a project to the state and municipalities, projects to be awarded funds under this program. Awards to individual projects will be no greater than $500,000. An award must be spent within two years of the grant of the award.  Grantees will forfeit any remaining award unused after two years.
