Jay Gonzalez serves as Secretary of the Executive Office for Administration and Finance. He is responsible for managing state finances, including preparation of the governor’s budget recommendation, development of a state capital budget, managing budgetary activities across state government, and developing long-term fiscal policy. He also oversees 15 state agencies that provide core administrative services in the Commonwealth, including the collection of state taxes, the administration of IT services and the management of human resources in state government.

Since his appointment, Secretary Gonzalez has successfully steered the Commonwealth’s budget through unprecedented fiscal challenges brought on by a global economic recession.  Under his management, the Commonwealth has increased its bond ratings to AA+ from all three credit rating agencies, giving Massachusetts its highest credit standing in history. Secretary Gonzalez is also responsible for developing and managing the Patrick-Murray Administration’s 5-year capital investment budget and first-ever debt affordability policy, both of which he initiated.

Secretary Gonzalez has helped Governor Patrick manage the passage of landmark reforms, including municipal health reform, transportation reform and pension reform. He is also responsible for overseeing the Administration’s development and implementation of reforms across state government to improve efficiency, performance, accountability and transparency.

Secretary Gonzalez also chairs the Commonwealth Health Insurance Connector Authority Board, which has successfully implemented health care reform in Massachusetts and served as the model for national health reform. He also is co -chair of the Massachusetts Life Sciences Center and serves on many other boards and commissions.

Prior to his appointment as Secretary in October, 2009, Secretary Gonzalez served as undersecretary. Before joining the Patrick-Murray Administration, Secretary Gonzalez was a Partner at the law firm Edwards Angell Palmer & Dodge LLP, where he focused on public finance.

Secretary Gonzalez graduated cum laude from Dartmouth College, where he received his B.A. in Government.  He later graduated cum laude from Georgetown University Law Center.
