The law marks the next chapter in Massachusetts health care reform, which to date has led to near universal coverage, more residents having a primary care physician, more businesses offering their employees insurance and an increase in preventive care.

Chapter 224 and the HPC will sustain this progress by transforming the current fee-for-service system to one that focuses on health outcomes and makes the link between better care and lower costs.
