About the Deputy Executive Director
Ms. Coleen Elstermeyer serves as the Deputy Executive Director of the Massachusetts Health Policy Commission (HPC). In this role, Ms. Elstermeyer oversees 15 direct reports and provides agency-level leadership and guidance on health policy and strategy.
As Deputy Executive Director, Ms. Elstermeyer ensures that the HPC delivers high-quality, transparent work on the Massachusetts’ health care system through its role as a convener, researcher, partner, and watchdog. Ms. Elstermeyer is also responsible for guaranteeing that HPC deliverables are translated for many audiences and stakeholders. She completes this task through the expert management of external affairs, including media, public, legislative, intergovernmental, and stakeholder relations. Ms. Elstermeyer also manages the administration of the HPC, including agency operations, human resources, fiscal management, special projects, and public events.
After graduating from Boston College in 2004, Ms. Elstermeyer worked as an Account Executive at the Liberty Square Group, a strategic communications and public affairs consultancy. Ms. Elstermeyer completed her Master's Degree in Public Policy with Honors at King's College London, University of London, in 2007. After obtaining her graduate degree, Ms. Elstermeyer served as Chief of Staff to House Majority Leader Ronald Mariano (D-Quincy), where she oversaw the Leader’s policy and legislative agenda as well as communications/media strategy.
Ms. Elstermeyer served as point person for the Leader on major health care reform legislation, including Ch. 224 of the Acts of 2012, the landmark health care cost containment law that established the HPC. Prior to her current role, Ms. Elstermeyer served as the HPC’s first Chief of Staff, since the agency’s inception in January 2013.
Ms. Elstermeyer was born and raised in Braintree, Massachusetts, and lives in Medford with her husband, Matthew Murphy, and their rescue dog Mudgee.
