The Strategic Investment (SI) team is responsible for developing and implementing the agency’s investment strategy, including administering several innovative grant programs. The Community Hospital Acceleration, Revitalization, and Transformation (CHART) program, the Health Care Innovation Investment (HCII) program, and a new grant program focusing on increasing access to behavioral health services and addressing health-related social needs collectively represent a key component of the HPC’s broad mandate to increase health care quality and access while reducing cost growth in the Commonwealth. Led by Kathleen Connolly, MSW, LICSW, the team is further responsible for relationship management with investment awardees, administration and operations of the programs, evaluation, and promoting learning through the broad dissemination of key lessons and promising practices.
About the Director: SI
Kathleen Connolly is the Director for Strategic Investment at the Health Policy Commission. In this role, Kathleen oversees the administration of the HPC’s cornerstone investment programs, CHART and HCII. Prior to joining the HPC, Kathleen worked at CVS Health, where she was the Director of Population Health, Health System Alliances. She previously served as a Program Director for Population Health Management at Partners HealthCare. Kathleen graduated Magna Cum Laude from Connecticut College before pursuing her Master’s degree in Social Work at the University of Connecticut. She is a Licensed Independent Clinical Social Worker in Massachusetts.
