Thank you for visiting our website to learn more about the Health Policy Commission (HPC). We are the new independent state agency charged with implementing important parts of the Commonwealth’s landmark health care cost containment law, Chapter 224: “An Act Improving the Quality of Health Care and Reducing Costs through Increased Transparency, Efficiency and Innovation.”

Chapter 224 builds on our nation-leading 2006 health care reform law. Today, thanks to that collaborative effort, we have near universal coverage. To sustain and protect that progress, however, there is broad consensus that we must reduce cost growth while continuing to improve the quality and delivery of care. Through Chapter 224, the HPC is responsible for developing policies to address these goals.

We recognize the challenges and opportunities connected to our mission, and we are committed to achieving our goals through collaboration, transparency and innovation. Under the direction of diverse and committed commissioners and staff, the HPC is poised to move forward thoughtfully to bring about the market transformations that will connect all of our residents to affordable, accountable quality care.
