For any question about a record posted in Comm-PASS, contact the person listed on the record's Issuer(s) tab. We recommend contact via email since it creates a public record .

The Comm-PASS Helpdesk provides assistance ONLY with site navigation and system performance issues.

C-2. Any Comm-PASS technical or SmartBid subscription issue?

All questions related to Comm-PASS system functionality including subscriptions should be submitted by email to comm-pass@state.ma.us for prompt attention.

Most email inquiries receive a response on the same day and we try to respond to all inquiries within one business day.


The Comm-PASS HelpDesk is staffed Monday through Friday from 7:30 AM to 3:30 PM EST, except on federal, state, and Suffolk County holidays.

C-3. Access to post records in Comm-PASS?

Every within the borders of Massachusetts may request access to post records in Comm-PASS at no charge through an online application to join the Comm-PASS Purchasing Community.

To submit an online application, select the JOIN option offered on the main navigation bar at www.comm-pass.com and follow the BuySmart options.

Applications are approved online only after confirmation of the requestor's status as the public entity's signatory authority for purchasing or their designee.

C-4. Requests for Purchaser Community member training?
 

Comm-PASS training for SmartBid subscribers (vendors with a login ID) and BuySmart members (purchasers with a login ID) is FREE!

All requests for Comm-PASS training must be submitted through the state's PACE training registration system.

C-5. SDO-certification status displayed in Comm-PASS?

The SDO-certification program icon (formerly SOMWBA) displays when the Comm-PASS record's FEIN value matches the SDO-certification database.

Improper display occurs when the FEIN entered in the Comm-PASS system by the Vendor or by the Buyer is not the same as the FEIN entered in the SDO system.

A. Vendors can correct improper display themselves on two kinds of listings:


1. Business Directory:

 

  • Login to your SmartBid account
  • Select the My Profile tab from the main navigation bar
  • Select the Edit My Subscription Info link.
  • Update the SmartBid FEIN value so it matches the value provided to SDO.
  • Select the Save button.

2. Solicitation: Other Information/Interested Bidder List:

Entries on this list cannot be corrected, so create a new entry using the confirmed FEIN and include the text (SDO Certified) as part of your displayed Company Name. For example, ABC Vendors (SDO Certified).

This may encourage potential vendors to contact you despite the prior mismatched entry.

 

B. Buyers are the only ones who can correct improper display in a Contract:

 

1. Contract: Vendor(s) page: Contact the person listed on the record's Issuer page, who is the only party with the authority and access to enter or correct the FEIN, or tax identification number, associated with your Comm-PASS record.


 

C. SDO staff are the only ones who can correct an improperly entered FEIN in the SDO database.

 

1. SDO Database: If you continue to see an improper status listed, complete the error report form docx format of commpass_sdo_validation_error_vendors_02_2012.doc
and submit it to comm-pass@osd.state.ma.us.

C-6. The status of my SDO-certification application?

While OSD promotes participation among SDO-certified businesses, it is not the agency which runs the SDO-certification program.

C-7. Federal Funds Report, UFR or Schedule D-1 filings associated with human and social service contracts?

Federal Funds Report and Uniform Financial Statements and Independent Auditor's Report (UFR) information and filing functionality can be accessed online at OSD's UFR site.

C-8. Chapter 30B procurements?

In addition to running an enforcement program, the Office of the Inspector General offers assistance and guidance for public entities subject to purchasing under Chapter 30B.

Any public entity operating under Chapter 30B may purchase under the terms and conditions of statewide contracts issued by OSD in full compliance with Chapter 30B.

C-9. Construction, building design, or energy performance contracting OR certification as a General Contractor or Sub-Bidder for public construction and public works?

The Division of Capital Asset Management offers guidance in relation to procurements conducted under Massachusetts General Laws. Contact them regarding the following laws:

Chapter 149, §§ 44A - 44M: Vertical construction over $25,000

Chapter 30, § 39M: Public works construction; construction materials over $10,000; or vertical construction between $10,000 and $25,000

Chapter 25A, § 11C: Energy performance contracting for a state agency or building authority

Chapter 7, §§ 38 A½ - 38 O: Building design services

In addition DCAM certifies general contractors and sub-bidders who seek to bid on public construction and public works.

The Central Register is a publication issued by the Secretary of the Commonwealth.

It is the weekly source for information about state, county and municipal contracts being put out to bid for the design, construction and reconstruction of public facilities in the Commonwealth of Massachusetts.

The Goods and Services Bulletin is a publication issued by the Secretary of the Commonwealth.

It is a weekly publication containing solicitations for the procurement of commodities and services, which, generally, are unrelated to construction of public facilities or procurements by Commonwealth departments.
