D-4. Monitor Comm-PASS for updates to Solicitations
It is the responsibility of every bidder to check Comm-PASS for any addenda or modifications to a solicitation for which they intend to bid.
Potential bidders are advised to check the "last change" field on the summary page of solicitations they intend to bid on to ensure that they have the most recent solicitation files.
NOTE: SmartBid subscribers receive automatic notifications for any Solicitation addenda or update.
D-5. Carefully review the entire Solicitation
The Commonwealth of Massachusetts and its subdivisions accept no liability and will provide no accommodation to vendors who submit a bid based upon an out-of-date solicitation document.
Issuers reserve the right to disqualify incomplete or non-responsive bids.

Comm-PASS does not determine the requirements of any response or inquiry.
The Issuer determines all requirements within the Solicitation's data fields and through file attachments.
To inquire about a particular Solicitation, Contract, or Bidder Forum, contact the person listed on the Issuer tab within the specific posting.

D-7. Review the SmartBid Subscription Terms of Use.
You accepted the Subscription Terms and Conditions in order to establish a SmartBid Subscriber account.
You agreed that the Commonwealth may change these Terms of Use from time to time without notice.
Change to the terms will apply to use of the web site as of the date of the change. As a result, we recommend that subscribers review the most current Terms of Use on a periodic basis through the My Profile menu.

D-8. Maintain and manage all SmartBid Profile information
SmartBid subscribers determine which postings trigger a notification and receive those emails if:
- The subscriber's Areas of Interest set up through the My Profile menu are accurate and complete.
- The subscriber's email settings treat mailengine@comm-pass.com as "friendly" to prevent blocking as junk or SPAM.

D-9. Advise the public contract manager regarding contact information changes.
SmartBid profiles are separate from Contracts. If you make a change to your profile in SmartBid, it does NOT change any information in a Contract record.
If you discover any errors or omissions in a Contract for your company, email the person listed on the Contract's Issuer(s) tab to request corrections or updates.
D-10. Monitor the Comm-PASS site.
Contract Vendors with SmartBid must ensure their Areas of Interest include the
Category-Subcategory pair for any of their posted Contracts, then watch their Comm-PASS notifications for two types of activity:
1. ISSUED Contract Amendment: the public Contract Managers announces a change to the Contract record contents. The Amendment reason provided should advise if awarded vendors must take action or if the change to record is purely administrative.
2. POSTED Solicitations: an eligible public purchaser may post a Request for Quote against a Contract by posting a Solicitation. Contact the person listed on the Issuer(s) tab if clarification is required.
Contract Vendors, who do not have a SmartBid account, will only receive email notifications for posting amendments, and other actions to Contract records on which they are listed as an awarded vendor.
To review record content, non-SmartBid vendors must manually locate records for review by using the publicly accessible Browse and Search tools.
