To the Honorable Senate and House of Representatives:
Pursuant to Article LVI, as amended by Article XC, Section 3 of the Amendments to the Constitution, I am returning to you for amendment Section 185 of House Bill No. 3535, "An Act Making Appropriations for the Fiscal Year 2012 for the Maintenance of the Departments, Boards, Commissions, Institutions and Certain Activities of the Commonwealth, for Interest, Sinking Fund and Serial Bond Requirements and for Certain Permanent Improvements."
Section 185 establishes a commission to study the police career incentive pay program. I support the purposes of this section.
However, while this section includes a representative of police management, there is no representative of labor. I therefore recommend that a representative of the Massachusetts Coalition of Police be added to this commission.
For these reasons, I recommend that Section 185 be amended by striking out the text and inserting in place thereof the following text:-
SECTION 185. There shall be established a commission to investigate and report on current funding levels and municipal contractual obligations established by section 108L of chapter 41 of General Laws, known as the police career incentive pay program. The commission shall be composed of 8 members, 1 appointed by the speaker of the house of representatives, 1 appointed by the senate president, 1 appointed by the minority leader of the house of representatives, 1 appointed by the minority leader of the senate, the secretary of the executive office public safety and security or her designee, a representative from the Massachusetts Chiefs of Police Association, a representative from the Massachusetts Coalition of Police, and a representative from the Massachusetts Municipal Association. The commission shall file a report with its findings and any legislative recommendations with the house and senate clerks on or before April 30, 2012.
