Barbara Nobles Crawford, Assistant Secretary for Human Resources
Executive Office of Energy and Environmental Affairs
Barbara Nobles Crawford designed and implemented a Secretariat-wide education program for the Executive Office of Energy and Environmental Affairs (EOEEA), in accordance with the Governor’s Executive Orders that encompassed five mandatory courses: Workplace Violence, Diversity Awareness, Sexual Harassment and Discrimination, Disability Awareness, and Domestic Violence/ Sexual Assault/Stalking. EOEEA is the first secretariat to be in 100% compliance with the Governor’s order. Completion of these courses creates the opportunity for all employees to achieve a higher level of cultural competence in ensuring a respectful, civil and productive workplace. Barbara customized the base Human Resources Division curriculum for this extensive training and development effort. This specialized program is best described as both extensive and inclusive in that it affords managers and bargaining unit employees a customized, highly developed training experience. This experience was made available to all six agencies and the Executive Office within the EOEEA Secretariat. Barbara identified the “best of the best” instructors and facilitators, and led them through the design, customization, and implementation process. She also taught many of the sessions and assisted with additional class sessions, tirelessly traveling to all Commonwealth locations. In addition, Barbara ensured that everyone who involved in the coordination and delivery of courses was recognized for their accomplishment. Barbara’s leadership and results of a total team effort further enhanced the Commonwealth’s reputation as a model employer.
