The Division of Capital Asset Management and Maintenance's (DCAMM's) Office of Access & Opportunity monitors performance against program goals under its Affirmative Marketing Program for Design and Construction. DCAMM’s Supplier Diversity program was established under M.G.L. Chapter 7C, §6, and various Executive Orders and Administrative Bulletins. Public construction and design projects undertaken by DCAMM and other public awarding authorities, including municipal projects receiving state funding, provide significant opportunities for M/WBE firms to participate on these projects.
Design and Construction goals are based on DCAMM’s statewide disparity study, and project specific considerations including scope, size, and availability of certain types of firms. Our combined MBE/WBE standard goals are currently 10.4% for construction, and 17.9% for design, but are modified as appropriate based on the project. MBE and WBE firms are firms that meet required criteria for ownership and control by minorities and/or women and have been so certified by Supplier Diversity Office (SDO).
