The Municipal Modernization Act of 2016, Chapter 218 of the Acts of 2016, contains the most significant changes to the construction procurement laws since the Construction Reform Law of 2004. New provisions take effect on November 7, 2016.
Effective: January 1, 2013 Pursuant to Chapter 165 of the Acts of 2012, effective January 1, 2013, certain sections of MGL. DCAMM is now using one standard Contract for Study, Final Design, and Construction Administration Services. The contract will be signed when study services are procured, but there will still be some break from Study to Design Phase for study certification and finalization of the Design and Construction Administration scope of services. Designers who are awarded a contract for the Study Phase are not guaranteed to be awarded the Design Phase.
