The Designers Procedures Manual defines and describes the Designer's contractual tasks and obligations. These tasks encompass all project phases from the award of the contract for study through the occupancy of the facility by the User Agency.

This document provides guidelines for the preparation of studies and programs for building projects by State Agencies, Counties, and Building Authorities. Chapter Seven of the Massachusetts General Laws requires the Division of Capital Asset Management (DCAM) to establish these guidelines and to supervise the preparation of studies and programs.

DCAM has established a CAD Standards Manual to ensure consistent and standardized identification and representation of drawing data provided by architects, designers, and consultants. All new projects documented on CAD systems will be required to use these standards. The CAD Standards Manual complies with AIA Architectural Graphic Standards and the National CAD Standard, and includes additional features reflecting the particular needs of DCAM.

DCAM Standard Specifications are intended for use by Designers as the basis of construction specifications for projects of the Division of Capital Asset Management in the Commonwealth of Massachusetts. The specifications are intended to assist the Designer with incorporating DCAM and MGL Chapter 149 filed sub-bid requirements in documents used for bidding and construction.

This Consultants Estimating Manual contains forms and guidelines based on industry standards to enable consistency for DCAM Designers and Consultants in the Cost Management of DCAM projects.
