Welcome to the Executive Office for Administration and Finance (A&F). A&F develops and executes fiscal and administrative policies that ensure the financial stability and efficiency and effectiveness of state government in the furtherance of the Governor’s agenda for the benefit of all residents of the Commonwealth. A&F is comprised of 16 agencies, each with a unique and critical mission.  

Under the leadership of Governor Deval Patrick and Lieutenant Governor Tim Murray, A&F has implemented new initiatives and reforms to better serve the residents of the Commonwealth and maintain fiscal stability throughout the most challenging economic period since the Great Depression.

During the Administration’s inaugural year, A&F’s capital team developed and released the first-ever comprehensive 5-year Capital Investment Plan. A blueprint for investing in schools, roads and bridges, technology, housing and the environment, this fiscally responsible investment plan begins to reverse the decades of neglect of our public infrastructure.

A&F agencies have also undertaken major reform initiatives like IT Consolidation and Human Resources Modernization, which will improve services throughout state government, increase productivity and generate savings.

A&F plays an important role in furthering the Governor’s small business agenda, with the Operational Services Division’s recent launch of the Massachusetts Small Business Purchasing Program. This program directs state spending for non-construction goods and services to eligible Massachusetts small businesses to help them grow and expand.

A&F also plays a significant role in health care in Massachusetts. As chair of the Commonwealth Health Insurance Connector Authority, former Secretary Leslie Kirwan and former Secretary Jay Gonzalez helped lead implementation of the state’s sweeping health reform law, which provides for universal health insurance coverage for all Massachusetts residents. Today, more than 97 percent of Massachusetts residents have access to quality, affordable health care. The Department of Revenue, the largest of the A&F agencies, has been a key player in health reform as well.
