Budget Recommendations

Department of Public Health

The Department of Public Health seeks to maintain, protect, and improve the health and well-being of the citizens of the Commonwealth. The Department pursues this objective by working with communities to develop and implement public health interventions that address a variety of health problems, such as AIDS, sexually-transmitted diseases, substance abuse, premature births, and childhood lead poisoning. To promote prevention, the Department also provides a variety of health promotion and education programs. The Department also operates the Lemuel Shattuck Hospital, the Massachusetts Hospital School, Tewksbury Hospital, and Western Massachusetts Hospital. These institutions provide acute and chronic care to individuals who are unable to obtain appropriate services from private health care providers.

Objectives

In Fiscal Year 2000, the Department will continue to emphasize and enhance a system of preventive and primary care in community settings. This will include continued efforts to decrease infant mortality and ensure that families lead healthy lives that will put them at reduced risk for chronic diseases such as cancer, heart disease, and diabetes. The Early Intervention program will provide comprehensive, family-centered, community-based services to over 19,000 children with developmental disabilities or delays including providing high intensity services for children with autism and those who are visually impaired. The Women, Infants, and Children (WIC) supplemental nutrition program will serve over 130,000 women and children with, or at risk of developing, nutrition-related health problems. In addition, the Department of Public Health will:

  • begin providing vaccinations against the Rotavirus infection for infants under the age of one;
  • implement a statewide universal hearing screening program for newborns to allow for earlier detection of hearing problems that may cause developmental delays if undetected in early childhood;
  • expand prevention, awareness outreach, and intervention services to non-English speaking victims of domestic violence, and collaborate with the Department of Education to help prevent teen dating violence;
  • expand services provided through the batterers treatment program;
  • implement FIRSTLink, a statewide database that will provide pertinent information on newborn infants and refer high-risk infants to the appropriate community-based primary care providers for services; and
  • participate in the federal Health Resources and Services Administration rebate program in order to secure additional funding for the HIV/AIDS Drug Assistance Program in order to allow more individuals to benefit from new medication therapies.

Budget Recommendations

These budget recommendations provide additional funding for the following programs: $800,000 for the HIV/AIDS Drug Assistance Program (4512-0106); $2.6 million for the Early Intervention program (4513-1020); $710,000 for community-based domestic violence prevention programs, specifically for specialized services to non-English speaking victims of domestic violence (4513-1022); $1.5 million for the Newborn Hearing Screening program (4513-1023); $4 million for the Universal Immunization program (4580-1000); $524,600 for the Radiation Monitoring program (4510-0615); and $136,000 for the batterer’s treatment program (4513-1001). Additionally, these recommendations include $1.1 million to improve salaries for the Department’s lowest paid, contracted, direct care workers. In Fiscal Year 1999, this funding was appropriated as part of a reserve account in the Executive Office of Administration and Finance.

In order to promote administrative efficiency, these recommendations propose consolidation of three, single-subsidiary, administrative accounts (4510-0103, 4510-0104, and 4510-0105) within the Department’s main administrative account (4510-0100). In addition, expenditures for worker’s compensation, pension, and health insurance employee benefits will also be transferred to the consolidated administrative account (4510-0100) from the following public hospital accounts: $233,065 from the Hospital Bureau account (4590-0908); $1,283,969 from the Tewksbury Hospital account (4590-0909); $381,929 from the Massachusetts Hospital School account (4590-0910); $850,964 from the Lemuel Shattuck Hospital account (4590-0911); and $199,284 from the Western Massachusetts Hospital account (4590-0912). Additionally, $350,000 will be transferred to the batterers treatment program (4513-1001) and $570,00 to the community-based domestic violence prevention programs (4513-1022) from the Executive Office of Health and Human Services domestic violence prevention reserve (4000-0107).
