Department of Environmental Protection
The Department of Environmental Protection maintains the integrity of the Commonwealth's air, water, and soil resources, with the goal of protecting public health. To fulfill this mission, the Department administers programs that focus on pollution prevention, resource protection, and waste-site cleanup, using environmental permits and compliance inspections as the tools of implementation. In addition, the Department conducts research and analysis for the purpose of assessing the impact of pollution on people and the environment. The Department offers technical assistance and municipal grants and loans to provide regulated companies and communities with the tools necessary for environmental compliance.
Objectives
In Fiscal Year 2000, the Department will:
- implement the new vehicle emissions inspection program required under the federal Clean Air Act;
- expand the Environmental Results Program (ERP) to at least three additional industrial sectors; the first program of its kind in the country, ERP gives businesses such as dry cleaners, photo processors, and printers the ability to determine for themselves the most cost-effective method of meeting industry-wide environmental standards, while freeing state resources from time-consuming permit writing to focus on compliance assistance and enforcement of environmental standards;
- issue a revision of the Commonwealth’s 1990 Solid Waste Master Plan with a focus for the next decade on waste minimization and toxic reduction to relieve the pressure on landfills, lower disposal costs, and help prevent contamination of groundwater and air; and
- promulgate brownfields program regulations by August 5, 1999, and assess approximately 800 sites to determine if further audits are needed with the ultimate goal of reviving these contaminated properties for productive use.
Budget Recommendations
The amount recommended for Fiscal Year 2000 includes an increase of $500,000 to support additional staffing for the Wetlands Protection program which will help to ensure timely permitting decisions and consistent enforcement efforts. These recommendations also include an additional $100,000 to modernize laboratory equipment at the Wall Experiment Station in Lawrence. In addition, these recommendations include a new account (2250-2001) for the Department’s role in administering the State Revolving Fund, which supports local sewer and drinking water projects. This new $2.5 million account supports 41 staff formerly funded from a bond-funded account.
