Human Resources Division
The Human Resources Division (HRD) provides state agencies and local governments with an array of personnel management services, including programs for training, fitness and wellness, and employee recognition. The Division also promulgates affirmative action policies and provides technical assistance for job title, compensation level, and performance evaluation criteria development. The Division also administers several components of the civil service system including the administration of civil service exams, the Civil Service Continuous Testing program, and the By-pass Appeals process for Civil Service appeals. In addition, the Division negotiates labor contracts with state employees’ unions. The Division is also responsible for the administration of health and welfare funds; and the workers’ compensation program for state employees. This includes the Workers’ Compensation Litigation Unit which represents state agencies in proceedings before the Division of Industrial Accidents.
Objectives
In Fiscal Year 2000, the Division will:
- provide training, technical support, security, system/program management, and integration of current human resources policies and procedures for the Human Resources/ Compensation Management System (HRCMS);
- expand the Continuous Testing program for civil service titles from eight to 35 titles and provide increased capacity for testing applicants; and
- expand fitness and wellness programs to provide in-service fitness testing for municipal police and fire services, and testing for state Correction Officer recruits.
Budget Recommendations
The Fiscal Year 2000 recommendation includes an increase of $150,000 to the Continuous Testing retained revenue account (1750-0116) to achieve the objectives described above and an increase of $500,000 to the Examination and Testing retained revenue account (1750-0102) to allow the Department to administer a State Police recruit qualifying exam. This budget recommendation also includes $6 million in the Information Technology Division (1790-0107) for HRCMS which is essential to provide new and ongoing services to ensure that the Commonwealth’s statewide payroll information system is administered in a secure, uniform and effective manner.

The division of human resources is hereby authorized to expend an amount not to exceed $1,902,500 from fees charged as provided herein, for the administration of the civil service examination program, examinations for non-civil service positions, the commonwealth`s performance recognition programs, and training programs; provided, that the personnel administrator shall collect from participating non-state agencies, political subdivisions, and the general public fees sufficient to cover all costs of said programs, including, but not limited to, a fee of $35 to be collected from each applicant for a civil service or non-civil service examination, notwithstanding the provisions of clause (n) of section 5 of chapter 31 of the General Laws or any other general or special law to the contrary; and provided further, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the division may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system
