For the operation of the office of the secretary of health and human services, including the health facilities appeals board; provided, that the office shall approve health and human services agencies` investigative procedures, review all reports of said agencies` investigations, and conduct investigations into incidents and instances of malfeasance which come to the attention of the secretary whenever it is deemed appropriate by the secretary; provided further, that the office may provide technical and administrative assistance to agencies receiving federal funds; and provided further, that not more than $55,000 shall be expended for a domestic violence coordinator

For a reserve for step down services for children and adolescents experiencing long stays in acute hospital units or mental health facilities due to the lack of more appropriate placements; provided, that said children have been determined to be medically ready for discharge from psychiatric facilities into appropriate community services, including residential services; and provided further, that for the purpose of funding said services the secretary of health and human services may transfer funds from the sum appropriated herein to other appropriations and allocations thereof for departments within the executive office of health and human services
