Budgetary Retained Revenues

EXAMINATIONS, PERFORMANCE RECOGNITION, AND TRAINING RETAINED REVENUE

The human resources division is hereby authorized to expend an amount not to exceed $1,883,857 from fees charged as provided herein, for the administration of the civil service examination program, examinations for non-civil service positions, the commonwealth`s performance recognition programs, and training programs; provided, that the personnel administrator shall collect from participating non-state agencies, political subdivisions, and the general public fees sufficient to cover all costs of said programs, including, but not limited to, a fee of $35 to be collected from each applicant for a civil service or non-civil service examination, notwithstanding the provisions of clause (n) of section 5 of chapter 31 of the General Laws or any other general or special law to the contrary; and provided further, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the division may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system

The human resources division is hereby authorized to expend an amount not to exceed $165,750 for the operation of the continuous testing program, so called, from fees charged to participants in said program; provided, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the division may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system
