PUBLIC PURCHASING CERTIFICATION RETAINED REVENUE

The office of the inspector general is hereby authorized to expend for the operation of the Massachusetts public purchasing official certification program an amount not to exceed $300,000 from fees charged to participants in said program; provided, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the office may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system

CONSTRUCTION PROFESSIONALS TRAINING AND CERTIFICATION RETAINED REVENUE

The office of the inspector general is hereby authorized to expend for a training and certification program to provide construction professionals with a sound foundation for careers in the commonwealth`s construction agencies an amount not to exceed $100,000 from fees charged to participants in said program; provided, that said program may include, but is not limited to, instruction on construction delivery methods such as design/build, construction management techniques such as partnering, and relevant procedures such as public contracts, procurement, capital funding, public bidding, estimating, scheduling, and cost management; provided further, that the office of inspector general shall consult on said program with the commonwealth construction committee, so called, representing, but not limited to, the executive office for administration and finance, the department of highways, the division of capital asset management and maintenance, the department of housing and community development, and the executive office of environmental affairs; and provided further, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the office may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system
