HUMAN RESOURCES DIVISION ADMINISTRATION
1750-0100   For the operation of the human resources division; provided, that the division shall be responsible for the administration of examinations for state and municipal civil service titles, establishment of eligible lists, certification of eligible candidates to state and municipal appointing authorities, and provision of technical assistance in selection and appointment to state and municipal appointing authorities; and provided further, that the division shall administer the statewide classification system including, but not limited to, maintaining a classification and pay plan for civil service titles within the commonwealth in accordance with generally accepted compensation standards and reviewing appeals for reclassification 5,748,108

1750-0119   For payment of workers' compensation benefits to certain former employees of Middlesex and Worcester counties; provided, that the division shall routinely re-certify said former employees pursuant to current workers' compensation procedures 202,600

HUMAN RESOURCES AND COMPENSATION MANAGEMENT SYSTEM
1750-0120   For the costs of administration, training, and customer support related to the commonwealth's human resources and compensation management system, so called 1,117,261

MEDICAL AND PHYSICAL FITNESS STANDARDS PROGRAM
1750-0200   For the operation of the medical and physical fitness standards program; provided, that the personnel administrator shall charge a fee of not less than $50 to be collected from each individual who participates in the physical ability test; and provided further, that the human resources division shall submit a semi-annual report to the secretary of administration and finance detailing in a manner prescribed by said secretary all expenditures on said program 1,550,046

HEALTH AND WELFARE CONTRIBUTIONS
1750-0300   For the commonwealth's contributions in fiscal year 2002 to health and welfare funds established pursuant to certain collective bargaining agreements; provided, that such contributions shall be calculated as provided in the applicable collective bargaining agreement and shall be paid to such health and welfare funds on a monthly basis or on such other basis as the applicable collective bargaining agreement provides 19,852,284


Budgetary Retained Revenues

EXAMINATIONS, PERFORMANCE RECOGNITION, AND TRAINING RETAINED REVENUE
1750-0102   The human resources division is hereby authorized to expend an amount not to exceed $873,482 from fees charged as provided herein, for the administration of the civil service examination program, examinations for non-civil service positions, the commonwealth's performance recognition programs, and training programs; provided, that the personnel administrator shall collect from participating non-state agencies, political subdivisions, and the general public fees sufficient to cover all costs of said programs, including, but not limited to, a fee of $35 to be collected from each applicant for a civil service or non-civil service examination, notwithstanding the provisions of clause (n) of section 5 of chapter 31 of the General Laws or any other general or special law to the contrary; and provided further, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the division may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system 873,482

CIVIL SERVICE CONTINUOUS TESTING RETAINED REVENUE
1750-0116   The human resources division is hereby authorized to expend an amount not to exceed $35,000 for the operation of the continuous testing program, so called, from fees charged to participants in said program; provided, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the division may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system 35,000

TRAINING AND PERFORMANCE RECOGNITION INTRAGOVERNMENTAL CHARGEBACK
1750-0101   For the cost of goods and services rendered in administering training programs and the commonwealth's performance recognition programs; provided, that the division is authorized to collect from participating state agencies a fee sufficient to cover administrative costs of said programs 1,006,792

WORKERS' COMPENSATION INTRAGOVERNMENTAL CHARGEBACK
1750-0105   For the cost of the commonwealth's workers' compensation program; provided, that the secretary of administration and finance shall charge state agencies for workers' compensation costs, including related administrative expenses, incurred on behalf of the employees of said agencies; provided further, that administrative expenses shall be allocated based on each agency's per cent of total workers' compensation benefits paid in fiscal year 2001; provided further, that the personnel administrator shall administer said charges on behalf of said secretary, and may establish such regulations as he deems necessary to implement the provisions of this item; provided further, that the personnel administrator shall notify agencies regarding the chargeback methodology to be used in fiscal year 2002, notify agencies of the amount of their estimated workers' compensation charges for said fiscal year, and require agencies to encumber funds in an amount sufficient to meet said estimated charges; provided further, that said estimated charges for each agency shall not be less than the amount of the actual workers' compensation costs, including related administrative expenses, incurred by each such agency in fiscal year 2001, and may include such additional amounts as are deemed necessary under said regulations; provided further, that for any agency that fails within 60 days of the enactment of this act to encumber funds sufficient to meet said estimated charges, the comptroller shall so encumber funds on behalf of such agency; provided further, that the personnel administrator shall determine the amount of the actual workers' compensation costs incurred by each agency in the preceding month, including related administrative expenses, notify each agency of said amounts, charge said amounts to each agency's accounts as estimates of the costs to be incurred in the current month, and transfer said amounts to this item; provided further, that any unspent balance in this item as of June 30, 2001 in an amount not to exceed 5 per cent of the amount authorized is hereby re-authorized for expenditure in fiscal year 2002; provided further, that the personnel administrator is hereby authorized to expend from this item in fiscal year 2002 hospital, physician, benefit, and other costs related to workers' compensation for employees of state agencies, including administrative expenses; provided further, that such expenditures may include payments for medical services provided to claimants in prior fiscal years, as well as compensation benefits and associated costs attributable to prior fiscal years 46,541,287
