4130-1000   For parenting education and home visiting programs for at-risk newborns, to be administered by the Children's Trust Fund; provided, that such services shall be made available statewide to all mothers under 21 years of age, to the extent possible within the amount appropriated herein; and provided further, that the Children's Trust Fund shall submit a quarterly report to the secretary of administration and finance and the house and senate committees on ways and means on the number of families served by this program, the ratio of home visitors to families served, and the frequency of visits made per family per month 16,161,749

CHILD CARE FOR CURRENT AND FORMER TAFDC AND STAFDC RECIPIENTS
4130-3200   For the employment services voucher and contracted child care program; provided, that child care under said program shall be available for recipients of benefits provided under the programs of transitional aid to families with dependent children and supplemental transitional aid to families with dependent children and the absent parents of said recipients; provided further, that child care shall be available to participants in the employment services program, and to former participants who are working for up to one year after termination of their transitional aid to families with dependent children benefits or supplemental transitional aid to families with dependent children benefits; provided further, that all child care providers which are part of a public school system shall be required to accept child care vouchers funded by this item; provided further, that the office of child care services is hereby authorized to provide child care benefits to parents who are under 18 years of age, who are currently enrolled in a job training program, and who would qualify for benefits under the provisions of chapter 118 of the General Laws but for the deeming of the grandparents' income; and provided further, that the office is hereby authorized to provide child care benefits to certain other former transitional aid to families with dependent children or supplemental transitional aid to families with dependent children recipients who are participating in education or training in compliance with regulations promulgated by the department of transitional assistance 77,786,669

4130-3800   For a reserve for the employment services voucher child care program, subject to the provisions of item 4130-3200, and the informal child care program, subject to the provisions of item 4130-3700; provided, that no expenditures shall be made from this item for recipients of benefits provided under the programs of transitional aid to families with dependent children or supplemental transitional aid to families with dependent children who are not subject to the time limit on said benefits pursuant to chapter 5 of the acts of 1995, as amended; provided further, that no expenditures shall be made from this item for the purposes of said item 4130-3200 until the office of child care services and the department of transitional assistance verify to the secretary of administration and finance that the portion of the amount appropriated in said item 4130-3200 which is eligible for reimbursement from the federal Temporary Assistance to Needy Families block grant has been exhausted; and provided further, that no expenditures shall be made from this item for the purposes of said item 4130-3700 until said departments verify to said secretary that the portion of the amount appropriated in said item 4130-3700 which is eligible for reimbursement from the federal Temporary Assistance to Needy Families block grant has been exhausted 5,700,000
