Budgetary Direct Appropriations

WORKFORCE TRAINING FUND
7002-0702   For grants and technical assistance pursuant to the provisions of section 2RR of chapter 29 of the General Laws, and for the cost of collecting the assessment established in section 14L of chapter 151A of the General Laws; provided, that not more than $3,000,000 shall be expended for direct technical assistance pursuant to paragraph (2) of subsection (b) of said section 2RR 18,000,000

WORKFORCE DEVELOPMENT SYSTEM
7002-1005   For the operation of the workforce development system, including grants to public or non-public entities; provided, that the costs associated with the operations of the apprentice training program shall be paid from this item, provided further, that positions in the apprentice training division shall not be subject to chapter 31 of the General Laws; provided further, that not more than $2,750,000 shall be made available for the one-stop career centers that were in existence on May 1, 1997, located in the Boston, Hampden county, and Metro North service delivery areas, so called, and any satellite offices thereof which opened on or before December 1, 1997; provided further, that not less than $1,000,000 shall be made available for one-stop career centers that opened after January 1, 1999; provided further, that not more than $10,000,000 shall be expended for emergency training grants to one-stop career centers to assist unemployed individuals in obtaining employment, provided each grant shall not exceed $250,000 and shall be for a term not to exceed two years pursuant to the provisions of section 2RR of chapter 29 of the General Laws, and for the cost of collecting the assessment established in section 14L of chapter 151A of the General Laws; provided further, that the division of employment and training shall collaborate with the Massachusetts rehabilitation commission to increase the number of job placements for individuals participating in vocational rehabilitation services; provided further, that not more than $150,000 shall be expended for a contract with the Just-A-Start Corporation to provide training for entry-level employment in biotech and medical fields for individuals who are receiving assistance from the transitional aid to families with dependent children program; provided further, that funds shall be expended from this item for a program to provide employment, training, and support services for recipients of benefits provided under the transitional aid to families with dependent children program, administered by the department of transitional assistance, and the absent parents of said recipients; provided, that funds from this item may be expended on former recipients of said programs for up to one year after termination of their benefits; provided further, that certain parents who have not yet reached the age of 18 years, including those who are ineligible for transitional aid to families with dependent children, and who would qualify for benefits under the provisions of chapter 118 of the General Laws, but for the deeming of the grandparents` income, shall be allowed to participate in the employment services program; provided further, that the division of employment and training may allocate funds from this item to other state agencies, including community colleges, for the purposes of the employment services program; provided further, that the division may use funds from this item to fund job search assistance and technical assistance; provided further, that funds from this item expended for transportation by means other than public transportation or private automobile shall be permitted only when transportation by public means or private automobile is not reasonably available and affordable, and shall be subject to reasonable maximums determined by the division; provided further, that said division shall provide the department of transitional assistance with the documentation that demonstrates that these funds have been expended on services to families and individuals who are eligible for services under the federal Temporary Assistance for Needy Families program; provided further, that the said division shall adjust the employment service program to meet any new state and federal requirements; provided further, that said division and the department of transitional assistance shall enter into a non-financial interagency service agreement that will outline the program goals and reporting requirements between said agencies; and provided further, that not more than $1,400,000 shall be made available for the operation of the youth, senior service, and conservation group corps program, including grants to or contracts with public or non-public entities 48,159,225
