DIVISION OF OCCUPATIONAL SAFETY
7002-0200   For the operation of the division of occupational safety; provided, that positions for a program to evaluate asbestos levels in public schools and other public buildings shall not be subject to chapter 31 of the General Laws 2,109,259

MANUFACTURING ASSISTANCE PROGRAM
7003-0501   For the Massachusetts manufacturing assistance program 850,000

COMMONWEALTH CORPORATION
7003-0700   For the operation of the Commonwealth Corporation; provided, that a report of all revenues, expenditures, assets, and liabilities of said corporation shall be filed quarterly with the secretary of administration and finance and the house and senate committees on ways and means; provided further, that the initial report of the corporation shall project spending for each state-funded program anticipated to be administered by the corporation in fiscal year 2003, which shall be delineated according to the expenditure classification schedule established by the comptroller, and each subsequent report shall state actual expenditures for the fiscal year to date and revised projected spending for each such program according to said classification schedule; provided further, that each such report shall further establish the indirect and direct administrative costs assessed by said corporation against each such program and a brief description of the purpose and performance objectives of each grant or contract awarded or issued by said corporation to third-party vendors, contractors, or other entities for each such state-funded program; provided further, that said corporation shall operate a program to provide comprehensive re-employment assistance to employees affected by economic structural dislocation; provided further, that said assistance shall be provided in conjunction with any applicable federal funds granted to the commonwealth for related assistance; provided further, that not less than $500,000 shall be expended for the operation of the economic stabilization trust, pursuant to the provisions of chapter 23D of the General Laws; provided further, that a report of all revenues, expenditures, assets, and liabilities of said reemployment assistance program and of said trust shall be filed quarterly with the secretary of administration and finance and the house and senate committees on ways and means; provided further, that no funds appropriated herein for the economic stabilization trust shall support the costs of administrative services and that funds appropriated for the economic stabilization trust may be used to provide working capital and related assistance to companies in crisis to prevent layoffs and to leverage federal matching funds authorized pursuant to Title IX of the Public Works and Economic Development Act of 1965, as amended; and provided further, that not less than $5,605,000 shall be expended for the operation of career development programs, including, but not limited to, the building essential skills through training (BEST) initiative, so called, and the extended care career ladder initiative, so called, administered in consultation with the local workforce investment boards and the department of public health, for the development of career ladder programs in long-term care facilities to upgrade skills of certified nurses` aides and entry-level workers 8,358,211

WORKFORCE INVESTMENT
