NEWBORN HOME VISITING PROGRAM
4130-1000   For parenting education and home visiting programs for at-risk newborns, to be administered by the Children`s Trust Fund; provided, that such services shall be made available statewide to all mothers under 21 years of age, to the extent possible within the amount appropriated herein; and provided further, that the Children`s Trust Fund shall submit a quarterly report to the secretary of administration and finance and the house and senate committees on ways and means on the number of families served by this program, the ratio of home visitors to families served, and the frequency of visits made per family per month 21,247,633

CHILD CARE QUALITY IMPROVEMENTS

CHILD CARE PROGRAM FOR LOW-INCOME FAMILIES
4130-3050   For child care vouchers and contracted child care programs for low-income families; provided, that child care under said programs shall be available for recipients of benefits provided under the programs of transitional aid to families with dependent children and supplemental transitional aid to families with dependent children and the absent parents of said recipients; provided further, that child care shall be available to participants in the employment services program and to former participants who are working for up to one year after termination of their transitional aid to families with dependent children benefits or supplemental transitional aid to families with dependent children benefits; provided further, that all child care providers which are part of a public school system shall be required to accept child care vouchers funded by this item; provided further, that the office of child care services is hereby authorized to provide child care benefits to parents who are under 18 years of age, who are currently enrolled in a job training program, and who would qualify for benefits under the provisions of chapter 118 of the General Laws but for the deeming of the grandparents` income; provided further, that the office is hereby authorized to provide child care benefits to certain other former transitional aid to families with dependent children or supplemental transitional aid to families with dependent children recipients who are participating in education or training in compliance with regulations promulgated by the department of transitional assistance; provided further, that child care services to the children of teen parents shall be funded from this item; provided further, that income-eligible child care programs shall be funded from this item; provided further, that child care for children participating in the transitional aid to families with dependent children or supplemental transitional aid to families with dependent children programs who are in the custody and care of their grandparents due to the incapacity or absence of their parents may be funded by this item; provided further, that the management and expenses of the informal child care program shall be funded from this item; and provided further, that not more than $2 per child per hour shall be paid for said services 301,211,838
