Budgetary Direct Appropriations

BOARD OF HIGHER EDUCATION
7066-0000   For the operation of the board of higher education; provided, that notwithstanding the provisions of any general or special law to the contrary, said board shall collaborate with the institutions of higher education to develop, by September 1, 2002, for implementation in fiscal year 2004, a uniform definition of "tuition" and "fees" that includes consideration of the definitions reported in the 1998 board report entitled, "A Report Concerning the Tuition and Fees Structure in Massachusetts Public Higher Education", and consideration of the cost and impact of non-state supported programs, online courses, and the total cost of education at said institutions; provided further, that notwithstanding the provisions of any general or special law to the contrary, said board shall collaborate with said institutions to develop a plan for implementation in fiscal year 2004, to allow said institutions to retain tuition at the college or university level; provided further, that said board shall collaborate with said institutions to develop, by December 1, 2002, for implementation in fiscal year 2004, a formula for the distribution of appropriated funds to state and community colleges that includes the following factors: student enrollment, performance incentives for student retention and graduation, performance incentives for graduates in high-need fields as determined by the division of employment and training, penalties for admittance of more than 10 per cent of students who do not meet admission standards, and fixed costs including physical plant costs; and provided further, that as part of the formula planning process the board may recommend the creation of a flexible pool of funding of not more than 5 per cent to be used for unanticipated campus costs, additional performance incentives, and the planning grants for the conversion of one state college campus to a Vanguard College, so called 2,273,323

DEVELOPMENTAL EDUCATION GRANTS TO COMMUNITY COLLEGES
7066-0014   For the development, implementation, and operation of the community college developmental education program, so called; provided, that funds shall be made available to provide grants to community colleges for basic skills remediation programs 2,500,000

FOSTER CARE FINANCIAL AID
7066-0016   For a program of financial aid to support the matriculation of certain persons at public and private institutions of higher education; provided, that only persons in the custody of the department of social services pursuant to a care and protection petition upon reaching the age of 18, or persons in the custody of said department matriculating at such an institution at an earlier age, shall qualify for such aid; provided further, that no such person shall be required to remain in the custody of the department beyond the age of 18 to qualify for such aid; provided further, that said aid shall not exceed $6,000 per recipient per year; provided further, that said aid shall be granted after exhausting all other sources of financial support; and provided further, that the board of higher education shall establish guidelines for said program in collaboration with said department 1,000,000

MCNAIR FINANCIAL ASSISTANCE PROGRAM
7070-0031   For the purpose of the Ronald E. McNair education opportunity program, so called, to provide financial assistance to increase access to public and independent institutions of higher education for students who meet the income eligibility standards developed by the chancellor of higher education and for students with disabilities 4,431,276

MASSACHUSETTS STATE SCHOLARSHIP PROGRAM
7070-0065   For a program of financial aid to provide financial assistance to Massachusetts students enrolled in and pursuing a program of higher education at any approved college, university, school of nursing, or other institution furnishing a program of higher education; provided, that the Massachusetts state scholarship office shall expend not less than $14,000,000 to provide for matching scholarship grants to needy Massachusetts students at participating Massachusetts independent regionally accredited colleges, universities, and schools of nursing 95,847,956
